The following four topics are the 2023-2024 novice case limitations for Policy Debate. These limitations were voted on in the spring of 2023 by 17 states and 3 national organizations. A breakdown of these cases can be found in the NFHS Policy Debate Quarterly numbers 3 and 4 when they are published in May.

Basic Income: Universal Basic Income

Basic Income: Basic Income for Persons at or near the Poverty Level

Federal Jobs Guarantee: Green New Deal

Social Security: Medicare for All
