NFHS rules writing committees consist of experts in the given sport. Each committee member is nominated by state associations, as is the chairperson, who guides the members through their work. Each of the NFHS’s eight sections are represented on the given rules committee. To allow for equal representation, there is also a member of the NFHS Coaches Association and the NFHS Officials Association on each rules committee. Each committee member serves a four-year term.
The NFHS is pleased to welcome four new members of the Track and Field Rules Committee: Don Berry, Nate Neuhaus, Anthony Davis, and BJ Duckworth.
Don Berry, Section 1,is the USATF Maine certification chair and has been the USATF National Officials Committee parliamentarian for over 25 years. Berry was also inducted into the USA Track & Field Officials Hall of Fame in 2021. In 2022, Berry was named to the Maine Principal’s Associations Hall of Excellence, and he was recognized by the Maine House of Representatives for achievements in Track & Field with a legislative sentiment.
After graduating from the University of Maine Orono with a B.S. degree in 1963, Berry served as the chemistry teacher and track and field and cross country coach at Belfast Area High School for 23 years, coaching multiple state and New England champions.
Nate Neuhaus, Section 5, is an Assistant Director and the Supervisor/Coordinator of Officials with the Nebraska Schools Activity Association (NSAA), where he oversees the administration of Football and Track & Field. He has been a member of the NFHS Football Rules Committee since 2012 and is the current chair of the 6-, 8-, 9-player subcommittee.
Anthony Davis, Section 7, has been involved in track & field and cross country for the past 47 years – either as an athlete, coach, instructor, mentor or official. Davis began coaching track & field and cross country in 1987, starting at the middle school level and graduating to the collegiate level. Davis became a USATF Official in 2008 with a focus in pole vault.
Passionate about community engagement and sports, Davis served 20 years as the Sports Coordinator for Douglas County Parks & Recreation in northern Nevada.
In 2020, Davis and other local officials founded the Northern Nevada Track and Field Officials Association, which is sanctioned by the Nevada Interscholastic Activities Association. Its mission is to recruit, train and certify NFHS officials to officiate track and cross country meets in the northern Nevada area.
With his wife, Davis operates a non-profit organization providing opportunities for those wanting more activities in the sport of track & field through event participation or by Learning how to become an Official.
BJ Duckworth, NFHS Officials Association,has been a registered OHSAA Track & Field and Cross Country official since 2005 and coached during his 20+ year involvement with Track and Cross Country. In 2021, Duckworth became Director of Officiating Development and State Rules Interpreter at the Ohio High School Athletic Association for the sports of Track & Field and Cross Country and in 2024, he became the OHSAA Sport Administrator for Track and Cross Country.
Duckworth is a Past-President of the Ohio Association of Track & Field and Cross Country Officials and served as secretary of the Greater Youngstown Track Officials Association for nearly a decade. Duckworth served as Coordinator of Officials for Youngstown State University Track & Field and Cross Country for three years. In addition to high school and college indoor track meets, he coordinated for the Horizon League and the Presidents Athletic Conference Indoor Track Championships and the Horizon League Cross Country and Outdoor Track & Field Championships. In 2022, BJ received the Contributor Award from the Ohio Association of Track & Field and Cross Country Officials. He also received the Fred Dafler Sportsmanship Award from the Greater Youngstown Track Officials Association in 2024.
BJ and his wife, Kim, reside in Ohio with their rescue dog Liberty. Kim is also a Track & Field and Cross Country official, being licensed for nearly 25 years.
