Tony Maselli – Section 1: Tony is in his fifth year as the Chief Operating Officer for the New Jersey State Interscholastic Athletic Association (NJSIAA). Tony’s main responsibility is overseeing operations for all sports the NJSIAA offers. In addition, Tony is the director of the following sports: Field Hockey, Boys and Girls Tennis, Boys and Girls Swimming and Diving, Ice Hockey, Girls Lacrosse, and baseball. Other responsibilities include Officials Services, Sports Medicine Advisory Committee, Steroid Testing Program, and NJSIAA Website. Prior to joining the NJSIAA Staff, Tony was an athletic director in New Jersey for 17 years and a teacher and coach for 14 years. He was a three-sport athlete in high school growing up in Buffalo, New York and continued to play football in college at Valparaiso University in Indiana where he received his bachelor’s degree in physical education. He went on to complete his master’s degree in education at Kean University in New Jersey. Tony and his wife, Marissa, reside in Avon-by-the-Sea, New Jersey and have three children, Dominick, Vinny, and Nicolette. Tony’s four-year term on the NFHS Swimming and Diving Rules Committee ends in 2027.
Darren Bilberry – Section 2: Darren is an assistant commissioner with the Kentucky High School Athletic Association (KHSAA). He has been with the KHSAA since February of 2007. Prior to working with the KHSAA, he taught special needs students at Henry Clay High School where he served as an Assistant Football Coach. He has also worked for several years in College Athletic Administration at various universities as an Academic Counselor for student-athletes. Darren is a 1990 graduate of the University of Kentucky where he participated in the sport of football while earning a degree in Journalism. He received a Master of Science in Education from Kentucky in 2001 as well as a Master of Arts in Education from Georgetown College in 2006. He is married to Cathy Bilberry and has two daughters, Emma and Jane. Bilberry’s four-year term on the NFHS Softball Rules Committee ends in 2027.
Grace McDowell – Section 6: Grace McDowell is in her first year as an Assistant Athletic Director for the Texas University Interscholastic League (UIL) where she administers Volleyball, Spirit, Boys and Girls Swimming and Diving, Boys and Girls Basketball, and Softball. Two years prior to joining the UIL Staff, Grace was the Athletic Director for Frisco Independent School District supporting and serving over 600 coaches and 12,000 athletes. She also served as an assistant athletic director, assistant principal, assistant athletic coordinator, teacher and coach during her 32-year career. During her nine years as an assistant athletic director and athletic director, she supported volleyball, tennis, swimming and diving, basketball, track, softball, and football operations. During her 19 years of coaching, she coached softball, volleyball, basketball, and track at the high school level, as well as basketball at the college level. She has master’s degrees in both Exercise Science and Educational Administration and is in the process of finishing her PhD in Sports Management. She played basketball and ran track in high school, and participated in basketball, cross country, and track in college. Grace and her husband, Derek, split their time between Frisco and Austin, Texas and have one daughter, Derrica. McDowell’s four-year term on the NFHS Swimming and Diving Rules Committee ends in 2027.
Melissa “Missy” Smith – Section 8:Missy is in her first year as an Assistant Executive Director for the Oregon School Activities Association (OSAA) where she administers boys and girls swimming, volleyball, dance, softball, golf and leads the yearly athletic director workshops. Prior to joining the OSAA Staff, Missy served for 25 years at both the college and high school ranks as a teacher, coach, and athletic director. Missy continued to coach through her tenure as athletic director leading the boys golf team to nine consecutive district titles and, three straight state titles with the most recent one coming in 2023. Smith was honored as Boys Golf State Coach of the year (2019, 2023). She was a three-sport high school athlete and a Division I two sports colligate, athlete, playing both basketball and softball. Missy and her partner Tami, reside in Portland, Oregon and have a daughter, Cayton, who is currently playing collegiate basketball and running track. Missy is completing a four-year term for a former NFHS Swimming and Diving Committee member which ends in 2025.
