NFHS Welcomes New Track and Field Rules Committee Members

NFHS rules writing committees consist of experts in the given sport and each member is nominated by state associations, as is the chair person, who guides the members through their work. Each committee member represents one of the eight sections of the United States as divided by the NFHS By-laws. To allow for equal representation, there is also a member of the NFHS Coaches Association and the NFHS Officials Association on the committee. Each committee member serves a four-year term.

For the 2015-18 term of the NFHS Track and Field Rules Committee, the NFHS welcomes three new members, Que Tucker, Robert Springer and Joan Kintz.

Some description

Que Tucker, Section 3, joined the North Carolina High School Athletic Association in 1991 and is the deputy executive director, responsible for all incidents and penalties and is in charge of the Association’s sports program – consisting of 13 sports culminating in 23 state championships. Tucker also serves as the track and field administrator and rules interpreter. Prior to joining the NCHSAA, she served as an assistant basketball coach under legendary women’s basketball coach Kay Yow at the North Carolina State University. Tucker, a standout athlete at Stoneville High School, was a successful high school basketball and volleyball coach at Reidsville Senior High School during her teaching career. She is a graduate of Mars Hill College where she earned a B.S. degree in physical education. Tucker was honored for her athletic abilities by induction into the Mars Hill Hall of Fame as a charter member. She then earned her master’s degree in physical education at the University of North Carolina in Greensboro, where she was a graduate assistant for volleyball and basketball. She also has a background in officiating, serving as a game official in volleyball, basketball and softball.

Some description

Robert Springer, Section 8,has been involved with high school track and field for more than 40 years. He has officiated at every position in track and field. Following his retirement from a 33-year teaching career with the Seattle Public School System, Springer has worked as an official at all levels. He has officiated at a state high school championship each of the last eight years and serves on the WIAA Track & Field Advisory Committee. Springer serves as the chair of the USATF Officials Equipment and Facilities Specifications Subcommittee and is active in training new officials in western Washington. He is currently serving on the NFHS Track and Field Officials Manual subcommittee.

Some description

Joan Kintz, NFHS Coaches Association, has coached track and field for more than 35 years and is currently completing her 28th year as the head girls track and field coach at Gladstone (Oregon) High School, where she as guided five teams to state championships. Kintz was named 2010 NFHS Coaches Association Oregon Girls Track and Field Coach of the Year. She is a member of the Oregon Athletic Coaches Association where she serves on its executive board as the Women’s Leadership Representative.  

The new members take over for Nessie Harris (Section 3), Bob Bolles (Section 8) and Roger Buhrley (NFHS Coaches Association). Each of the departing committee members have served the membership with distinction and dedication.

The 2015 Track and Field Rules Committee Meeting will take place June 15-17 in Indianapolis Indiana.
