The NFHS is pleased to welcome four new members to the 2019 Softball Rules Committee: Jerry Fick, Chiquana Dancy, Missy Kilbey and Willie Moore III. The NFHS rules committees consist of experts in the given sport or activity and each are nominated by their state associations. The committee chair works with the NFHS liaison to prepare the annual meeting agenda, chairs the meeting, and guides the committee through the rules proposal deliberation process. Committee members represent one of the eight sections as divided by the NFHS By-laws. Each member obtains feedback from their section regarding submitted rules proposals. Members from each the NFHS Coaches Association and the NFHS Officials Association also serve on the committee and represent their constituent group. Each committee member serves a four-year term.
Jerry Fick, Section 2
Jerry Fick, of Cincinnati, Ohio, is the OHSAA’s Director of Officials’ Development for softball. He has been involved in training umpires and officiating administration since 1971, OHSAA Officials District Administrator since 1985, and Softball Interpreter since 2003. Fick developed the proposal for the OHSAA Officials Hall of Fame in 1987 and was inducted into the Hall of Fame in 1995. He was named to the USA Softball National Umpire Staff in 2002 and has been assigned to work with umpires across the country and in Europe. He also has served as Vice Chair of the USA Softball Fast Pitch Rules Committee. Fick’s four-year term on the NFHS Softball Rules Committee ends in 2021.
Chiquana Dancy, Section 3
Chiquana Dancy, CIC, has worked in the North Carolina High School Athletic Association for more than 14 years and has been the softball administrator for five years. Her first year as director of softball was the inaugural year for moving the state softball tournament to college facilities. In addition to softball, Dancy oversees the sports and championships of cross country, indoor and outdoor track and field, volleyball, and basketball. She also handles coaches education and compliance, eligibility, Unified Sports, and Student Programs. During her tenure, she has served on various statewide and national committees, including the NFHS Student Leadership Summit Planning Committee and a member of Special Olympics North Carolina’s Board of Directors. Dancy’s four-year term on the NFHS Softball Rules Committee ends in 2022.
Missy Kilbey, Section 7
Missy Kilbey CAA, has been an athletic administrator with the Interscholastic League of Honolulu (ILH) for 27 years. She began her softball coaching career in 1990 and eventually became the softball coordinator for her league in 2004. Kilbey was also the Hawai’i State Softball tournament director for six years. In 2007, she was inducted into the Buena Vista University Hall of Fame, her alma mater, as a pitcher. Kilbey currently serves as league host to the Hawai’i High School Athletic Association softball state tournament. She currently advises 38 student-athletes from various schools on the ILH Student Advisory Committee. Kilbey’s term of the NFHS Softball Rules Committee ends in 2022.
Willie Moore III, NFHS Officials Association
Willie Moore began umpiring ASA softball in 1980 and has umpired AHSAA softball for more than 20 years. During his umpiring career, he umpired seven ASA National Tournaments and 10 AHSAA state tournaments. Since 2009, he has served as a district director for Alabama High School Athletic Association softball and, in 2011, he became the rules interpreter for the AHSAA. Since 2012 he has been the UIC for the state softball tournament. In 2013, he became the director of the state softball officials camp. Also, Willie serves as a basketball district director for the AHSAA since 2017. He has been serving as a UIC for USA softball for more than 20 years. Moore has also officiated high school football, softball, volleyball and basketball. On the collegiate level, he has officiated women’s softball, volleyball and basketball. Moore’s four-year term on the NFHS softball rules committee will go through 2022.
