The NFHS is pleased to welcome Brad Garrett as the new chair of the Track and Field Rules Committee. 

Garrett is an Assistant Executive Director with the Oregon School Activities Association and has been in his current position since July of 2001.  As an Assistant Director with the OSAA, Garrett is responsible for the administration of cross country, football, wrestling, and track and field.  He also assists in coordinating tournaments in volleyball, basketball and golf within the state of Oregon.  Additionally, he is the staff liaison to the Oregon Athletic Officials Association (OAOA) and works closely with certification and training of officials in all local associations within Oregon.

Garrett began his career in education as a teacher and coach at Woodburn High School in 1987 after a one year stint as a graduate assistant football coach at Western Oregon University.  At Woodburn he coached football, wrestling, and track and field while teaching mathematics.

In 1989 Garrett accepted a position at Sam Barlow High School in Gresham, OR, as a mathematics instructor and continued his coaching career in football, wrestling and track and field.  Garrett made the transition to athletic administration in 1994 when he became the Athletic Director at Sam Barlow.  During his tenure, Garrett became very involved with the Oregon Athletic Directors Association and National Interscholastic Athletic Administrators Association.  He has served on many committees for both organizations including the OADA Executive Board and the NIAAA Leadership Training and National Faculty.

In addition to Garrett’s committee work with OADA and NIAAA, he has served on numerous NFHS committees since joining the OSAA office including the NFHS Wrestling Rules Committee (2005-2009), the NFHS Football Rules Committee  (Second Vice-Chair 2006-2008, Vice-Chair 2008-2012, Chair 2012-2016), and the NFHS Officials Advisory Committee (2014-2018).  Garrett is also currently serving a one year term as a member of the USA Football Board of Directors.

Garrett and his wife of 29 years, Heather, live in Corbett, Oregon and have an 18 year old daughter, Delanie, and a 9 year old son, Mac.

NFHS rules writing committees consist of experts in the given sport and each are nominated by state associations, as is the chair person that guides the members through their work.  Each committee member represents one of the eight sections as divided by the NFHS By-laws.  To allow for equal representation, there is also a member of the NFHS Coaches Associations and the NFHS Officials Association on the committee.  Each committee member serves a four-year term.
