When NFHS section or states, submit nominations for sports rules committee, non-sports rules committee membership, NFHS Officials Association, NFHS Coaches Association, NFHS Spirit Association, NFHS Speech and Debate Association representatives, they must submit three nominations, of which at least one must be a minority, one a female and one a male. They may rank the order of their nominations.

  1. For male sports of football*, wrestling and baseball, each section must submit two nominations, at least one must be a minority. (*Submission of two nominations for football, one of which must be a minority, applies only to the NFHS Coaches Association and NFHS Officials Association and not the individual state nominees, per NFHS National Council action.)
  2. For the female sports of girls gymnastics and field hockey, each section must submit two nominations, at least one must be a minority.
  3. For the sports of soccer, softball, swimming and diving, track and field, volleyball, ice hockey and basketball, each NFHS section should submit three nominations, at least one must be a minority, one a female and one a male.

A definition of “Minority” has been approved by the NFHS National Council as “a person having origins in Black racial groups of Africa, Mexican, Puerto Rican, Cuban, Central or South American or other Spanish culture or origin, regardless of race; Asian, Pacific Islander, Native American or Alaskan natives.” – [excerpt from the NFHS Sports Rules Committee Manual, adopted by the NFHS Board of Directors, July 7, 2012]
