Rule 3-3 covers the regulations of the numbers.  The number shown here is illegal in several ways.

Camouflage fabric cannot be used on the number or the body of the jersey.  It can be used in the side insert or the shoulder area above the apex of the neck of the jersey or it may be used on the shorts/pants.
